Can anyone please tell me what that strip that sandwiches between the top of the front guard and the top front subframe is? Everything is so rusty and decayed I cannot tell if it is rubber or plastic, how thick was it, is it needed, can I just use some mastic??

Its rubber.
You can buy a similar profile rubber strip from Clark rubber stores. It has a "rolled" bit on the top that hangs over the top ridge of the inner guard. You then punch holes through the rubber for the bolts.
